is the story with arisaka and hibiki after or before the events in sora to hara because it was so gut wrenching in the previous manga, and though they seem alright now, it feels like something wasn't resolved...

I believe it was a mix. It starts out in the present then shows flashbacks of his school days (that was whenever he was in a uniform) and then back to the present (when he was meeting up with his daughter)
