I may be wrong, but for what I understood they are mortal enemies so they may be in the same level maybe more if the caught a monarch like this one. The last part is a theory of mine. But, I believe they are the same just different names, but please don't take my word as I may be mistaken

Different basically the ruler is heavenly and the monarch is on the dark side but it doesn't mean the rulers are good

I see.. that makes sense then.. But are Sung Jinwoo an enemy of both? based on what I've read, when SJW was getting the shadow monarch memory, he fights with someone who look like a monster too after fighting with the rulers if I remember correctly in the past chapters..

Monarch is a synonym for king so they're the same?

rulers are like servants for the real god and monarchs are like they oppose the real god or something like that

from what i remember, since he's the shadow monarch, i original was once a rule then became a monarch

There are 8 monarchs and 8 rulers(not sure if the number is correct). The ruler served the creator or what they called god in this world, while the monarchs are the ones who oppose them.

They have been battling for a looong time and everytime it ends in a truce or
they are no winners.

The SHADOW MONARCH was once a RULER the most powerful one (He is like the leader of the rulers or right hand man of the creator). Tired of the endless war, he began to question the reason why they kept fighting the MONARCHS(He is still a ruler in this time). One day, he discovered that the cause the war was just to entertain the CREATOR(or the war is just a way of entertainment for the creator).

Feeling betrayed and heartbroken, he conspired with the monarchs (he betrayed the creator) to kill the creator.
They succeeded in killing the creator and he become enemies with the RULERS then become the SHADOW MONARCH

I think the previous SHADOW MONARCH, was betrayed either by one of the MONARCHS or HIS TRUSTED AIDE OR SERVANT

He doesn't take sides i believe because the other monarchs is his enemies
