Yep, that's exactly as it is. Au Gu just found his little brother Ao/Xuan Yue's reincarnation, AoAo, and took him back to the palace to be raised as a prince, and that's how AoAo became the second prince and Ao Gu's little brother once again.

okay, so that note at the end of one of the chaps means xuan yue was already ao gu's younger bro and the one shown who had a demon forced into them was xuan yue not ao ao and that means xuan yue just got reincarnated to be ao gu's brother AGAIN, right? that clears up ao gu's connection to xuan yue bc it was always just cryptic and I thought they were just some sort of friends before
