You have to re-read bc you’re misunderstanding the little brother. The last chapter perfectly sums up his personality. He actually always liked his step brother and it wasn’t until he saw him with another dude and felt betrayed that he realized his love might not have been brotherly love. He purposely teases the older brother but they have unspoken agreements. 1. The little brother knows his brother comes into his room and says I’m goin to start locking the door creep...but he never does bc he actually doesn’t dislike it. Whenever he doesn’t like something for real he says no and the other brother stops. 2. When he pretends to be asleep to get a kiss from his brother because he knows he’ll actually kiss him. Based on his personality, he wouldn’t keep pretending to be asleep if he believed he would kiss him and he didn’t want it to happen. 3. He initiates a lot of their sexual encounters if not all of them. For studying he sets up a reward system where when he gets better grades his brother gets a sexual favor. It’s even acknowledged that he “gains nothing from that arrangement” and he chose that himself...because he actually does want to do sexual stuff together. 4. In the last chapter he says oh we’re just gonna act like we’re dating until I’m no longer impotent and can date other people...and then he tells the reader he jerked off the other night and that he actually isn’t impotent and that his brother heard him meaning they both know he isn’t impotent and that the little brother is lying....beeeecause he wants to just big with his older step brother. Even the girl in the last chapter acknowledges that the little brother likes his big brother. Basically, lil bro is homophobic and doesn’t like to admit or acknowledge his feelings for big bro so never says things plainly
Also it’s repeated throughout the story but lil bro doesn’t like to bother with people that don’t like him. He purposely tests his older step brother again and again and again to feel secure in that his brother likes him and it’s implied to be because he felt betrayed when he saw his brother with another guy. He even admits that he felt betrayed because he didn’t see other people until AFTER he saw his brother with another guy. When big bro says how did I betray you, you had a gf first implying “so I tried to move on” the little brother says that didn’t count and wasn’t romantic bc they were just kids that didn’t even know what dating was. So from the very beginning the little bro always had step bro first in his mind but didn’t realize until later that it wasn’t brother love but something different
I'm not convinced that there's mutual love between these stepbrothers.
The younger brother seems attached to the older 'cause he thought he was cool and he helped him a lot in his studies. He also feels guilty about the older being bullied and dropping out of school since it was him who spread the fact that his brother's gay. I don't see or feel romantic love from the younger to the older. He is just tolerating his older brother.
The older bro is a little too much of a pervert. He says things he said he wouldn't do but ends up doing them anyway. (Ouch. I guess I'm the same hahaha)

I don't think they're innocent not to notice they're going out like the girl in the last chapter is thinking. They're both uni students by the end of the story. They're just in a mutualistic relationship. The younger brother feels better and is relieved of his guilt if he allows the older to do perverted things to him. He cannot even get hard in front of him. He jerks off alone. The older brother gets to do pervy things and satisfy himself by helping the younger in his studies and letting him bully him.
Now now. Where's the love there?
