He means that giving your body to your lover is a huge step in a relationship. When you are prepared to give your body to your lover that means that you’re building trust in that relationship. Sex isn’t just to get off, it’s one way to express love to your lover as well. You don’t necessarily need to have sex in a relationship if your asexual because your body chooses if you want that tension or not. Not everyone has that feeling of having sex because they aren’t interested. That doesn’t mean they love their partner less, each person expresses their love differently. He is talking about relationships (excluding asexuals) not fuck buddies.
I wish I could live in this reality you are speaking about but sadly things don't happen like that anymore around me (￣∇￣"). People I know don't care about loving someone, they just fuck. I mean, they would like to love and to be loved but I can't find anyone who has that point of view. They have sex very soon with their new boyfriend/girlfriend and when they realized they aren't falling in love (because they think they will falling in love after xD), they just break up and change. So I use to live around this kind of people without the possibility to find someone with that point of view, it's kind of makes me forget it was possible to seen things like that xD. It's kind of old fashionned, sadly, then when I read this moment in the chapter it's doesn't makes sense at first (⊙…⊙ ) because it sound like a truth but it's not a truth for everyone... so... kind of strange xD.
