I think that it's because there are other heroes so they don't really need to save anyone. If someone's in danger Another hero will pop up and save that person. Like the manager kind of said.
But they were right there and the human was just about to be killed. Where were the other heroes?
Wait, they broke the rules to save someone? These guys?
And they got punished for it? So they decided 'fuck it'?
Then why are they refusing to save anyone? Or is that just an act because they tend to do it anyways after a while?
