They probably mean, this manga is targeted for girls ( since most of yaoi/shounen ai fans are girls)

Shoujo doesn't mean that there are girls in the manga. It means the manga is targeting girls, the genre usually comes with a romantic plot.

Shoujo is NOT a genre. Shoujo is a demograpic aimed at teenage girls & it usually contains romantic themes and situations which the girls can picture themselves in.
