if Raphael is the black haired duke they've explained he is emotionally repressed which means he's not yet capable of expressing or feeling emotion, that might be why. He needs to experience those types of emotions first before we will see any romantic tension etc.
or something isn't hitting right w/ raphael~? i KNOW that they're the endgame and will end up together but.... there's this weird air around them. UGH i can't point my finger on it. it's just that, for some reason it feels..not right.
