It happens all the time, not necessarily with playing cards but with any power structure. Human beings are amazingly willing to accept authority figures and authority figures are amazingly willing to step into their roles, however arbitrary the reason. (See the Millgram experiment, Jane Elliott, et al) And a frightening majority of those given power will exhibit heretofore unexpressed sadistic tendencies. Caste Heaven is a commentary on a dangerous but all too common aspect of humanity.
