Exactly! If all the rest of the "bystander" class agreed to tell off those guys all together, the bullies wouldn't know who to pick on next and no one would need to be scared of them anymore!
Yes, it should be like you say, infortunately it isn't at all and that's why we see such tragic situations. Truth is some of the bystanders are themselves psychopaths and sadists who enjoy silently seeing someone being bullied or tortured, some don't care at all, others are cowards and there are these who are too happy to not be the one being targeted. This is a sad, sad world!
