I've forgotten the name of the manga but I know the description. I'm pretty sure it's a one shot, probably imbedded in a series.
The plot: The secretary of a the president is stiff and serious. With his tie always tied up tightly. The President is actually rather laid back. The secretary says that it was the president who hired him personally but he cannot recall. The president gets his hands on the secretary's weakness (sweets) and forces him into a bet to keep unkempt for a week. Finds him really cute.
