Yeah they’re the successors to the other northeastern noble families. Since the northeast doesn’t have anyone in charge of it at this point in the story they’re like the council of the more influential northeastern nobles.

The Roan empire has 4 political parties.
East, West, North, South where a duke usually held the highest position except where The county of Henituse (and where the Marquis) was.
His family is with the same league as the three young masters (heirs and heiress) you have seen in the last panel; they are of the count and viscount rank (if I remember it correctly) that’s why they can talk to him informally.
Cale is known as the “Trash of the Count’s Family” but since he represents the County of Henituse, being with one of the highest position in their faction, his every move equates the movement of their party.
So his “hyung” (the white hair guy) asked him to stay still during the banquet that they will soon attend. Because by their experience, Cale drinks and gets wild even during formal gatherings.
He was thinking of a way to be not suspicious (because he is Kim Rok Soo and not actually the Trash Cale). Timing, they wanted him to behave or “to not move” lol.
So he was dumbfounded.
