I also thought of that, and it makes sense... I just hope the plot isn't too confusing :S
My theory is that the Time Manipulation User (TMU) is the villian itself. Like he have two ability pyshic and time manipulation. Basis? Uhmmm when he kill someone TM will triggered and remember the time that his nose bleed? I think his is nose bleeding cause his using two ability at the same time and he reach the limit of using that ability by experimenting by killing someone people. And last from the title itself "Incompetent Villian" he is villian but he become an incompetent villian because of that time manipulation ability, like he wants to kill someone but because of TMA his urged to kill will change just to stop the loop lol thank you for reading this useless theory of mine.
