He doesn't love her.
He wants an heir.
He thinks he can manipulate both women and get what he wants--and heir, and then Navier again.
But he's stupid, because he has to know Navier has pride and intelligence. Manipulate her, humiliate her, and she'll hate you
I would.
Well, I do hate him.
If he'd been honest with his plan and gotten Navier's advice and maybe consent, include Rashta in the discussion--it's her life, too. That's one thing.
But this one-sided arrogant manipulation causing all this pain (too both of them) and fear...he's a piece of crap.

Exactly. He has to know that Navier is smart and knows how to keep a cool head in any and all situations. He blatantly accuses her of being infertile when he doesn’t even try to think about if HE’S the problem. You’re exactly right, all he wants is an heir to certify his rule. And once the year is over and Trashta is kicked to the curb, he thinks that Navier, having gone through the humiliation of this whole mess, being belittled by a man who used to love her, and having almost everything that kept her sane taken away from her, will just come crawling back to him. He’s clearly delusional, and arrogant to an embarrassing degree.
This entire divorce plan is nothing but pure manipulation. I doubt that he even loves Rashta, he just wants her because she’s dumb enough to go along with everything he says. This entire divorce plan ultimately fails because our Queen Navier finally finds true love with Heinly. And the thing is, Sovieshit KNEW this would happen and stopped her from going to his coronation because he couldn’t stand to see what he believes is “his property” happy with another man. He needs to remember that without Navier, the Eastern Empire would be in SHAMBLES.
