It was implied that Shinwa sent out a message that one of their associates/members were kidnapped to allied awakened organisations to keep an eye out for suspicious activities.

He mentioned that he was checking out suspicious activity because of a kidnapping alert from Shinwa when he first arrived at the scene and the fact that he was surprised that jiwoo was the one who was kidnapped.
