It's already confirmed that Sung Jinwoo isn't a brilliant light vessel, pretty sure. Selner confirmed it when she tried to boost him.
Based on what's happened so far, it's more likely the brilliant lights are ruler vessels, especially because Jinwoo already killed at least one monarch, Regia, in ch138, so that power had not been transferred to a vessel.
Also we've seen other monarchs, the monarch of frost wasn't human (ch111) and didn't recognise jinwoo's dad as a vessel either. Just doesn't add up for the brilliant light to be monarchs to me.
