Uhmm, yes they did, from what I understand is that Omega's in this world have a very low fertility rate, so they do and that and just like how it is in real life mother cats (more like tge owner of the cats, tho only 4/10 of the owners do this) give their babies to other family who doesn't have the opportunity to have babies, so that they would grow to have more families, but I think they're atleast, allowed to have like 1 baby to keep
