Yeah... They are not supposed to. OFA is a transfer quirk which was given from AFO to his quirkless normie younger brother who became it's first wielder, then kept passing it down. OG-OFA, All Might and Deku are the only quirkless wielders. Rest had their own quirks.
Basically, they don't want it to be known that there is a quirk which can be "transferred" as that would lead to all sorts of problems...
OG-OFA had a quirk. His quirk was the ability to pass on his quirk (I know - crazy). AFO gave the normie brother the ability to stock pile power which combined with the quirk-passing quirk and you got OFA.

OG-OFA didn't have a quirk. He literally says so... OG-OFA, Toshi and Deku are the only quirkless holders of 9 OFA.
His ability to pass on a quirk is a bastardization of AFO (the ability to take powers for himself - All For One), because AFO forced his own quirk to his quirkless brother, which why the OFA, the quirk itself, is "the ability to pass on the quirk - One For All", along with any other inheritent quirk the wielder might have, and add their own quirk/twist to it.
For eg, Quirkless Toshi got his flying from Nana Shimura, then learned to punch using wind manipulation to become All Might. Deku got his flying and punching and black whips and spidey-sense, who knows what else from the previous guys.
I'm not sure where you are getting your information, but it is incorrect.
Chapter 59 pgs 15-16 literally say that the little brother (OG-OFA) had his own quirk prior to what AFO gave him. Then the chapter goes on to explain that OFA is a combination of that brother's original quirk and the stockpile quirk AFO forced on him.
And I quote: " He who was thought quirkless did in fact possess one prior. Though neither he himself nor anyone around him had ever noticed: The erstwhile meaningless quirk that could only grant itself to another."
"And so the quirk to stockpile power and the quirk that could pass itself on merged together. This is the origin of One For All."
Wait.. So no one knows about the existence of ofa except for Deku, all might, bakugo, afo and gran torino??? Like even top heroes don't know???
