after seeing her her father know he wasn't a monster..but he doesn't notice that she was becoming a monster ...

i think it has to do with his personality and her mother, who i believe died. like after losing his wife he didn't know how to interact with his daughter even though he cares for her a lot. and possibly as someone else mentioned the emperor prob has some hold over his daughter's life as well.
