Yes, I've thought so too. The facial expressions always seem really dull, as well. I get if the "villains" have a certain attitude and are a bit emotionless but everyone save Barney is soo " :| " ... and with flat unmoving scenes it makes it more noticeable. As you've said I do still love this as well and the art is still actually pretty good despite this.
Sometimes I get confused on what happened because their expressions are flat but then they say something ambiguous

Me too. Sometimes I read it again just to understand what happened.
This is my first time voicing out my negative thoughts regarding an art, buuut, have any of you guys thought that the way the characters move or when it changes scenes kinda lacks something? I can't feel their movements. It's like, flat. Nothing. If it's a moving picture (/anime) it'll seem like a scene with a two-second duration was cut off.
