I agree. To some extent, she knew enough about herself, that Kyoko had to live with someone else. I think she did that to save both of them from being at the bottom of a very large barrel.

I personally think that Sanae, to some extent, care about Kyoko. Of course, this affection came after years and years of not seeing her daughter. Maybe it's obligatory "love", but it's not really love. There are a few parts where it's quite subtle, but it feels as if Sanae care a little for Kyoko.
