Yes--I think club gothic lolitas in Japan are very cute (like everything else)--it seemed weird to me that this high school makes "goths" take out earrings. I know they have uniforms, but that girl wasn't even wearing dark eyeliner or anything. How about a black ribbon or upside down cross for effect? :) It seems like she just wears a longer skirt.

all this school concept is based on American stereotypes of teenagers in high school. From (prom) king and queen, to lower levels of popularity as goths and nerds. so i think that is the thing mangaka had in mind
And that girl in last chapter was forced to act like a goth and that's why she was crying for new sensei for leaving because now she need to act as a gloomy lonely character again

See, as an American, I don't see goths as lonely. They are dark, but they are not as weepy as emos--and even emos usually have other emos. (Nothing against goths or emos). Goths are closer to punk, or perhaps glam rock, but with different tunes.
Here is what the BBC says about it:

The teacher wants Azusa too? That honestly came out of left field for me. Either that or I didn't pick up the hints that the teacher was actually kind of fake-sincere.
Also "Similar caste system in American schools". I AM OFFENDED. We don't have the equivalent of prison rape in our schools! ヽ(`Д´)ノ
