Given their circumstances. Hating the Emperor would be natural.
A guardian that can't "guard" isn't natural.

I don't know if that logic is right, to be honest. That seems like saying a soccer player who got a severe concussion so he can't play isn't an athlete because he can't play soccer for his team when they needed him. It's not really his fault to start with in both cases.
