The sister is one of the antagonists. In previous chapters, they show her plot a little. Since they are identical twins, if the sister cuts her hair short, she can pretend to be the ml. So she's trying to get her brother out of the way so she can be in line for the throne. She's also working with the dude who's beating up the crown prince.
But I am guessing there might be a twist somewhere as she was previously protecting her brother.
