OK I reread the chapter and I think maybe because she's devoid of emotions. Her brother couldn't take it anymore and left, she knew what's happening but still decided to stay. Something like that? I don't know how to explain it well but I don't think it's because she didn't do anything about the human trafficking since the next panel states that she's comparing documents.
