Click a random manga, there's a little flag thing and click that ( it's for reporting) then it give some you options of what to report, one being upload manga, and you'll see the instructions!
I think you can press in the little flag and it should give you the option to email. You yourself can’t upload but you send the files over to an admin and they’ll upload for you. At least I think that’s how
