Instead of villain I'd say anti-hero. It seems a bit more fitting because he's getting revenge for himself but also avenging for his parents and others. And the government is super corrupt and are using soliders as cannon fodder as well as allowing a bunch of civilians to get caught in the crossfire. I don't think the MC has killed any civilians yet but the government is shifting the blame onto him to make him the villain in the situation

This is just a story of a beast on a rampage. Well, this is interesting enough. This is what you call a villain Also, is something wrong with the head of the army? Planning to kill him then recruit him? Well, if I were them, I'd probably just execute the people involve instead of struggling on a pointless battle. They've already seen how powerful he is. Well, still, it can't be help since they all see is a murderer.
