With a lot of work I managed to figure out it's chapter 3 of Ai Ni Kizukeyo. I literally just picked the foreigner tag on mangaupdates and clicked anything that might be applicable. :D
Does anyone know this shonen ai / yaoi:
The seme and uke met as kids. The seme was a foreigner and didn't speak much Japanese. He confessed as a kid to the uke, but he was holding a flower that shared a name with a girl who was part of their friend group, so the uke misunderstood. Then the seme left for a while, but now he's back and trying to find the cutie he confessed to, but the uke is directing him to the girl. In the end the mistake clears up and it's a happy ending.
