I’m not sure but I here’s what I think, when they become successful they would obviously want to repay her back because she helped them start up the business they would feel as Shen was the one who gave them a chance to be successful but then again it isn’t far off from what you think so (〜￣△￣)〜
I think she’s trying to create links with people and make them indebted to her so that they can help her in the future, maybe to escape/ overthrow the duke.
I think because right Now, she has NO power on her own. Completely powerless and depending on her "father" and the status of the person she's pretending as but rn, that status is only temporary because it isn't hers to begin with. So right now she's building up connections to people WITH ANOTHER NAME who she knows became really famous in the future. In a way, it'll add to her status because she's the one that nurtured them, basically gave them a chance to grow and succeed. People will think if it weren't for her, these talented people would've never taken off.
