Nah that's not a proper way to help. He shouldn't left the money like that especially when he saw the situation that the other guy don't want him to see cause its like he is looking down on him. I think its make sense why the other guy did that and he deserve it i guess.

I mean like he really is trying to help but the boyfriend probably feels like he's pitying him so I get why the bf would react like that but communication is really needed to sort everything out.
