If I remember it right, you can get the marriage form easily in Japan when I was in Junior High School. Many couple who still dating can get the form and there are couple who print it too, but of course they still can't assign it to the legal marriage if they are still in school. I don't know how some high schoolers get marriage though but I'm sure I remember it right that they can get the marriage form easily
