So at first it may look like he likes her and bla bla but no he is using her. So no, they are not villains well I mean in their way towards rasta and Sovieshu yeah but for navier our queen and godess they are good

Hanley is the ML. he'll provide safety and a new home for Navier. That guy egging rashta on is his childhood friend. Their goal is the ruin of the empire. Hanley is having a hard time since it's Navier's homeland but the other guy will do everything for the fall of the empire. The mages losing their powers is one of their tactics to weaken the empire. It just hasn't been exposed yet. I think this will be a major problem between navier and hanley in the future but it has yet to go there, i think.
