Depending on the culture. Japan for example the younger the fox(kitsune) the more mischievous they are, but the older they get and the more tails they have they become more mature and wiser and less mischievous. They are seen as holders of infinite wisdom when they reach 900-100 years old

They aren't considered bad. I'm half Japanese myself so I know more of the Japanese fox rather than the Chinese fox. The tails mean status and power, the longer one lives the more power they get and respect.

Thanks for the information on fox tails, I was guess I was more common with the Japanese fox than I knew
