No, I think it's about the current timeline because he made a note that Shuli has changed to much. Plus when ever it's about the past timeline there is always a sort of orange filter and side are black to differentiate.
I'm guessing this chapter is so we can get a glimpse of what the cardinal is thinking.
The latest chapters, starting from the epilogue are all about the previous timeline,before shuli went back to time. But the most recent one, the one with cardinal's back story is already the present. Thats why he got so confused why Shuli changed so much
