No he isn't. It said towards the beginning that that is the very reason why of Marianne hated remiel the most out of everyone. When she was younger, of Marianne thought they were actual siblings because he looked exactly like her (blue eyes, black hair) but later found that he was actually the queens son and felt like hs had deceived her by acting friendly and pretending to be her brother.
