i agree, he's like a brat despite being a king. the people around her were more like a nanny and babysitters. he's really suit together with the nanny girl. the empress deserves a better man, not someone who'll need to be understand all his life
Frankly I just wish that she would transmigrate back to her own world or end up with the Villain but according to the spoilers I'm only setting myself up for disappointment

i mean an emperor must know his duty, he doesn't need to show affection for the empress. but not protecting the empress under his land, he has to at least do something about the safety.
The Emperor is so annoying oh my god. He is supposed to be the leader of the nation but he doesn't even have the decency to keep his stupid pride aside to help find the assassins and punish them- it should be his duty as her husband or just a fucking human decency to help a fellow human in peril.
If he can't even do that why doesn't he just allow her some resources to deal with the issue on her own? It's a matter of life and death it's not like she wants him to throw her a banquet.
