They don't explain it well in this. He doesn't want to be an enemy of Jinwoo because he knows that they would not win against him. Dude fought one monster and had a hard time of it while Jinwoo took out all the others on his own. Also, on a personal level he rather likes Jinwoo and would much rather be good friends then enemies
Did he actually threatened hunter jiwoo saying that he hopes the suspect is not part of his family like he is gonna kill him either way?
