The 4th prince will know about Rubie's curse and past lives. One of the casualties of her curse is even when she confessed about her curse to the people on her current life, they will automatically forget it. But the 4th prince will be the only person who will remember everything and will find a way to break his curse.

I haven't finished reading the novel and it wasn't really explicitly explained why he remembers but this is what I got so far.
Rubie says that Orlean was actually the strongest person who had the watcher's eyes. Even stronger that the first King who had those eyes. He is an extraordinary being just like Rubia.
It says that the reason why Orlean badly wants to be the emperor is because he received some sort of a sacred mission that he will be "The Savior" who shall save the world from the darkness of destruction that will return in the future. By becoming the emperor, he might gain omnipotent authority that can help his mission.
But if it doesn't work, the prophecy says that he should sacrifice or offer 'Hostia' again for the world. I guess 'offer' means killing her himself.
(Hostia was Rubie in her first life where she was the strongest mage who sacrificed herself and was cursed for the greater good of all.)
I think that those were probably the reason why he is the only person who can remember.

Crown prince will be so pitiful in later chapters.
Because of his desperation to ascend to the throne, he will try to destroy the Kairman/Carmen Kingdom and steal the Fruit of the world tree from their land. It will either give him power to be the emperor or to heal any sickness of one person. But by stealing the fruit, the land where the World of tree is will die. He was actually able to get the fruit and the Kairman kingdom was about to be destroyed. But then Rubie sacrificed her life to bless and purify the land again. When crown prince saw Rubie dying, instead of wishing for power, he wished to heal Rubie.
Later on he was arrested by the 4th ranked mage and was brought back to the western empire.
Haven't finished reading so I don't know his sentence yet.
