He is being manipulative, but not like he did anything bad to either his surrounding and all. He is not forcing ML. ML love him and he only cries and either way ML just could talk with him. I read the chapter and I know what I saw, crying to avoid accountability is manipulation, I'm not saying they don't love each other I'm saying he's a bad person even if he didn't do anything to people around them, because he was directing his behavior to mc he was slowly secluding him and making him dependant so that he wouldn't have anyone to turn to except him and he got what he wanted that's why we see mc alone most of the time because hwan succeeded in isolating him and make mc turn to turn in the end
