From spoilers Ive read
it kinda does turn into romance but it takes a LONGGGGG time for it to get there and its not a lot. Also Tess Dumb self makes Arthur have to save her or console her for her action. Arthur misses his dad funeral ,because of the war , to go console Tess because her mistake made many people die. He also loses his dragon for a while, i think cause of her, which makes his hair turn white, but gets the dragon back. TESS relies WAAAYYY too much on her emotions and make impulse decisions.
