OK. I studied ancient (not modern) greek and remember this meaning of the word. But I've checked this word in modern language and yes, you are right: nation. So, the meanig has changed. I used ancient meaning as an ancient name "Apollodoros".
Anyway if you don't like the story because of this word, I'm sorry.

im greek and know greek really very well to tell you that you are both very right in both meanings.but as a name given to a person, Kratos usually means a person full with strength, power and urge to rule everyone and everything, and not nation .it was used a lot in mythology as well as its siblings.i thing the writer refers to that meaning since she uses apollodoros name as well.she deinitely likes greek mythology :)
