Actually, whether Tess and Art end up together or not is yet to be seen. So your friend there is actually jumping the gun. As they are now there is a lot of complicated stuff to figure out but there is no indication that Arthur is still not in love with Tess and vice vera in spite of the weird love quadrangle that is going on atm.
