More than likely seein' as he's part of the yakuza. Before he moved in somewhere new they had to stake the place out and check into anyone that already lived there for his safety. Not anythin' creepy-- just a precaution on their part.
why was it weird? They didn't know each other, and it's clear that he's a yakuza so it's normal for them to do a check up for the area before they decide where one of their important members is going to live
