Well I guess it's because they never saw each other as siblings since the beginning
but also remember that when she was still a child he sent her and her other brothers away to live with that other family. so she didn't really grow up with him, just cable and the other one. i hope this helps you feel better about it??
As someone who also have 3 older brothers this whole set up is kinda weird to me. I know theyre not biological siblings but they lived their lives as a family and known each other since they were young. This whole eugene and hari situation irks me. I cant even read this without th8nking about my brothers. ╥﹏╥
