Did you actually read it? Tatsuyuki didn't intend to shoot Rogi. He was pushed to do it in self-defense.

He wasn't loose in my opinion tho. Tatsuyuki only cared about sex with Nozomi because he loves him. He felt nothing for Rogi, so having sex with him meant absolutely nothing to Tatsuyuki. That's why when he went to Rogi's place after he slept with Nozomi, he revealed his kiss marks in a way that suggested "Do whatever you want to me, but I'll never succumb to you". I think he's just the kind that can separe "having sex" to "making love" ╮(￣▽￣)╭ Though, what Rogi did to him affected him emotionally even if he didn't want to show that (he suppresed his tears, but when Nozomi told him it's ok to cry after what happened, he did).
