Yes she does actually love Yuzu romantically but she didn't approach Yuzu because Yuza already has Mei

Harumi confesses to Yuzu after the latter admits to being in love with Mei in Chapter 39, if you read her feelings for Yuzu as more than platonic. It's enough to shake Yuzu off her feet, but Harumi adds "as a close friend" at the end to ease the shock
