It's all to introduce Haruki Madarame who's the most important figure in the Madarame family. This is related to the story with the mermaid where they introduced the notion of a spiritual world and madararui that didn't have bodies (mermaids).

Only reason I'm not confused is cause I read these chapters in Spanish about 2 years ago. They haven't revealed it yet, but the teacher has so many spells on him for a reason (though I dont remember it either LOL). The only one that can take them off is Haruki (who is also the glasses boys dad) because mermaids are OP and whatnot. I think they just wanted to get a deeper dive on what mermaids are. I don't recall if the mangago chapters include it but Norio does meet the other mermaid dude. I don't know what happens after they meet since it's left at a cliffhanger and I haven't been following the story for a while.
That makes a bit more sense. I think it would have been smart for them to do some sort of recap. Especially since we haven't heard about mermaids in a hot while. PLus the last ar was about the feline group. So it definitely hit us with a curveball with the sudden switch.
