She’s talking about as a Queen for Ulswald, making Agnes the Queen will enforce diplomatic ties with Northian, a country she despises and does not respect for good reason. If she could have fixed things she would have Already done so but it’s not that easy.

Small reminder from the earlier chaps: Katrina is from Nefarna, in exchange for her marriage, Nefarna should have given Uswald blueprints for ships. But because Ulswald has grown under the reign of Cayden (who isnt crazy/cruel unlike the rest of them leaders), they didnt do it (that would have made them too strong, they didnt expect it). So now Ulswald and Nefarna have a bad relationship, and to get stronger ships (since its their weakness) Ulswald turned Northia.
Nefarna = strong ship for trade
Northia = strong ship for war
Katrina, who is from Nefarna was sent to Northia, suffer froml the tradition where you get raped in front of all the nobles (dunno how cruel is the rape but it really doesnt seem pretty) => she refused => got thrown away + Northian made sure she couldnt have any child => Cayden didnt want children so that Alex could be crown prince => he picked her up when her life was supposed to be over
