When I read that page in the manga, I though the same thing.
How could it be his fault to be molested? is really absurd!
Honestly while I do like this manga (the absurdity of it that is) I must agree. Many parts I read did not sit well with me and kind of ruined any 'romance' this manga seems to be attempting. Character development is needed, stat.

I think it is more of an Asian culture that the way a person looks or display themself will incur the blame if something happens to them than the person doing the wrong.

I know that he said it in a supposedly joking way, and I know that Amemiya has a sensitive ass, but....
Saying something like "it's YOUR fault that you're getting molested because you aren't resisting enough" and that he's wearing clothes that show it off, or that its Amemiya's job to resist someone molesting him, and not that he was in the wrong for groping him...
If someone said this to me, I would slap them and spit on their face.
