He didn't actually rape him. There was consent from the uke but it was kind of like drunken consent (Is that even a thing?). It's clarified towards the end.

He did rape the uke. Even though the uke gave “consent”, he was still drunk. Giving the seme an excuse for raping the uke isn’t good.
